Background to the TIF

The Transport Innovation Fund (TIF) is a central Government fund that supports "innovative solutions to congestion problems, involving demand management measures".
Why a bid?

Greater Manchester’s economy is growing rapidly. But research indicates that the city-region’s economic potential for growth and job creation will outstrip the transport system's ability to physically support these new jobs. Up to one in seven new jobs could be at risk if the transport system is not expanded to cope with this pressure.

The Association of Greater Manchester Authorities (AGMA) and Greater Manchester Passenger Transport Authority (GMPTA) are combining forces in their bid to the Transport Innovation Fund (TIF). AGMA represents all 10 of Greater Manchester’s local authorities and GMPTA is responsible for public transport in the city region.

Under the TIF package, up to £3 billion of funding would be available for transport improvements in Greater Manchester. This comprises Government grants of £1.5 billion, £1.2 billion of local funding supported by future revenue from a limited peak time only congestion charge and £0.1 billion of third party contributions. The Department for Transport (DfT) has also confirmed that it will fund extra railway rolling stock for the city-region supporting in excess of 7,000 extra journeys at peak times. This funding is on top of the £0.6 billion recently confirmed for the next stage of the development of the Metrolink tram system.
